After hassling SFIV for having a horrible wake-up game where you basically can't jump onto someone as they are getting up, I was reminded that safe jumps still work.
Even more brilliantly, a fellow on SRK went through each character's moves and tested what they did vs safe jumps:

Basically, don't jump in on anyone with a Shoto-dragon punch (Sagat is fair game). Some few EX moves and ultras can also beat a safe jump - otherwise you can do it.
Pretty important info, for both the jumper and the jumpee!

Almost anything, really. All that it needs to do is hit the guy on the first couple of frames of their getting up animation and then land. Basically the deepest possible jump-in. This means any move they do will start animating, you will land, their move will start hitting, and you'll block (or the move will whiff etc, which is what the chart tells you).
The guy was using Ryu's j.HK for the tests, I think (he mentions it in the thread).
