you can link it to your xbox live gamertag or create a games for windows gamertag .

From april 19th you can have more than 100 friends on your friends list as theyre getting rid of xbox 1 support which has being limiting friends to 100 so shouldnt make a difference

i dunno click download and create gamertag ?
download and install games for windows . Then go into that and buy sf4 .
Its like steam , you purchase games through the games for windows client

you dont pay anything for a games for windows gamertag , its just linked to the xbox ones so pc players can see xbox players and xbox players can see pc players

Yeah, you can just make a new gfwl account. Mine is the same as my xbox one, but it's not always useful actually, because you get cross platform invites which kinda is annoying.
