Oh, actually, I don't recall offhand, just remembered the emu I use for cps1/2 is Final Burn Alpha - which works super minty. I'll try it/the link when I'm back home for a while (got some other things to deal with first).

But yeah, HF and ST are my favourite street fighter versions, so I'd be extremely keen on getting some matches in.

I think you can probably use that dll file with FBA as well, no idea if mixing kawaks with FBA works though.
