Turbos hit every 3 frames so it doesn't guarantee one frame links at all, but noobs like to use it to help them mash. I guess it's more used for mash characters, but then you can't press the button only 5 times, so blanka loses his jab electricity pressure cause the electricity's still coming out when they're outta block stun.
