What I wanted to know is how they define which Ultra (if at all) is the best choice and if they take all of these match ups (as I've listed below) into consideration to create their tier list? There are four possibilities between a match up between two characters when defined by Ultra selection for example....Ken U1 Vs Dudley U1, Ken U2 Vs Dudley U2, Ken U1 Vs Dudley U2, Ken U2 Vs Dudley U1.....like you mentioned above do they take all these possible 'match ups' in consideration and add them together to get to the end list or is it a cold 'doesn't matter which Ultra was chosen' this was the outcome....whenever Dudley took on Ken...Dudders won 6 outta 10.......

I think it would be good to see in a tier listing for example: Ken U1 Vs Balrog U1- Ken won 5 outta 10 and Ken U2 Vs Balrog U1 - Ken lost 6 outta 10...etc....

I get what your saying, and no it isn't considered. the tier list is constructed given that the best ultra will be picked for the match up. So if Ken's ultra 1 is worse than ultra 2 for the match up with balrog, the tier list will assume that ultra 2 was picked. there is no point in considering alternatives because at the top level only the best ultra will be selected.

the only issue would arise when there is some odd occurance that players would pick their ultra based on the ultra selection of another character. (ie, u1 is better if they pick u1, but if they pick u2 i need to pick u2), but I hardly doubt that there is a situation where that would actually occur. if it does occur, then i imagine the tier chart would read 5-5 because in a competition scenario you can probably blind select your ultra, which makes it a 50/50 chance as to who gets the upper hand.

Either way, tier lists are pretty irrelevant because it all comes down to skill at the end of the day, i ain't going to magically win if i pick rufus

If you had a character, who had one move, that you performed by pressing one button, and it instantly won you the game, where is he on the tier list? What if he doesnt use that button? Does that make him lower tier? Hell fucking no it doesnt. This character is godlike, because at his best, he is unbeatable by the rest of the cast. Sure, you can beat him if he doesnt use that one move, but really, does that ACTUALLY mean anything?

Geez why even bother this early. At least it gets alot of clicks. I mean I clicked. You have to take it with a grain of salt. Take more salt and saltyness ensues.   

That's the other thing about tier charts, after a few months or even years you have an established player base with different players who main each member of the cast. Experts then know the characters potential from high level experience with everyone. We have a rebalanced game with double the ultras, it's hard to tell who those expert players are right now. People who the experts don't main various characters and have no experts playing them with certain characters at that characters full potential yet, so don't get accurate placement.

Who knows? Scrubby McFagfuck could be a top tier character in some fighting game, but for some reason no one takes him/it seriously yet.

At least it's cool to see later on how dramatically the tier list shifts around.

The idea though is that people can look at it and speculate, and that I think is still alot of fun.

Obviously it's just speculation but I still question why they'd put Akuma so low. Especially since he's been top tier for Japan for a long time now and he was pretty much not nerfed at all.

And of course I think Sakura is B-B+.

I also have a feeling Ibuki will start dropping very soon when people work out how to fight her.

Time for me to chime in. Yay!

I'm a little surprised by the Akuma "drop" as well... but I guess you have to take in to account the matches that he dominated (Abel comes to mind, surprise surprise) becoming easier, not really due to the fact that Akuma got nerfed (although nerfs are definitely there... RH loop is 1 billion times harder/more situational now) but because Abel got buffed. Abels sweep is a great tool at mid range in this match now, whereas it was a liability in SF4.

I have to disagree about Sakura though. She just isn't very good. Her resets are easy to read and she has difficulty getting in on most characters. Her pokes are okay, sure... but she doesn't have a very big life pool, so once you get in, you can put on the damage VERY quickly. Her defensive options are pretty meh, particularly on wake up... Ex Shouken is easy to bait and hella punishable.

I definitely feel that a lot of these rankings are going to change around... I know for sure that Dan should be up there - his rush down game is solid, he has good pokes, frame advantage on lk dan kick favours his mix up game, and now he's got dp FADC ultra. STRAIGHT TO S-TIER!!!!
